PD16 Business Hub
Why PD16 Business Hub Exists
Planning District 16 continues to grow—but growth alone does not guarantee a strong, resilient local economy. While significant attention is placed on attracting new businesses and investment, far less focus is given to sustaining the small businesses that already operate here and keep our communities running every day.
The PD16 Business Hub exists to close that gap.
The Reality of the Local Economy
Small businesses make up more than 99% of all businesses, yet their challenges, closures, and sustainability needs are rarely tracked or intentionally addressed in long-term economic strategy. Businesses open with celebration, but too many close quietly—without data, dialogue, or response.
This creates a “leaky bucket” economy, where growth masks instability and local jobs, services, and spending power are slowly lost.

What’s Missing
Planning District 16 has no centralized, coordinated structure focused on:
-
Small business retention
-
Local procurement connections
-
Ongoing capacity-building
-
Consistent feedback from business owners
-
Measuring sustainability alongside growth
-
Support exists—but it is often fragmented, short-term, or disconnected from real-world business needs.
Our Purpose
The PD16 Business Hub was created to serve as economic infrastructure, not a one-time program.
We bring together:
-
Small business owners
-
Elected officials
-
Economic development agencies
-
Institutions and corporations
Our role is to intentionally connect these groups, elevate small business voices, and support strategies that keep businesses—and dollars—circulating locally.

What Makes PD16 Business Hub Different
We focus on retention, not just startups
We operate as a neutral connector, not a lobbying organization
We prioritize local first strategies
We measure success by sustainability, not hype
We center small business voice through a formal Advisory Council
A thriving regional economy is not defined by how many businesses we attract—but by how many we help sustain.
